Canada’s BOLO program was established in 2018, with the aim of pinning down Canada’s most wanted fugitives from east to west. ‘BOLO’, an acronym for “Be On The Look Out” is directed by Maxime Langlois, it has gained a ton of traction throughout the years, partnering up with several different police and federal services throughout the country. With Bolo’s newly drawn up list of the most wanted individuals throughout Canada, Dave ‘Pik’ Turmel and All Boivin sit in the top two with Rabih Alkhalil trailing behind on third place.
Dave ‘Pik’ Turmel is now the most wanted criminal in Canada. All Boivin is the second most wanted criminal in Canada. Dylan Denis, a ’24 Gang’ affiliate lies in 6th place for the murder of Christopher Shawn ‘Dirty S’ Jean Vilsaint which occurred on the 14th of May, a man with a heavy criminal record and a ‘Crime Pay$’ neck tattoo. In this article, we’ll mainly focus on Dave ‘Pik’ Turmel and All Boivin, two leaders that have been put through the ringer in the mainstream news this year.
Dave ‘Le Pik’ Turmel
A bounty was put on Dave ‘Le Pik’ Turmel’s head this week through the BOLO program. A lump sum of a quarter million dollars is being rewarded for any information that might bring light to his arrest. Some would say this is long overdue, others would criticize on how the charge he is wanted for is a lesser crime than other fugitives going down the BOLO list. Turmel is wanted to ‘substance trafficking’ while other BOLO wanted individuals are stapled on the list for murder and manslaughter. Either way, Turmel is currently sitting in the first place of Canada’s most wanted list.
*On a side note, I would like to inform everyone that ‘Pik’, Turmel’s nickname, stands for ‘shank’ or ‘shiv’ in English. We are all aware that Quebeckers speak a different slang than what is considered proper French, but at the end of the day, ‘pik’ is slang for ‘shank’.
The only reason he could be placed as public enemy number one would have to be his influence throughout the criminal underworld. Maybe he hasn’t been charged for a specific murder, but he single handedly started the biggest drug war in Quebec since the Quebec Biker War of the 1990’s. Turmel rebelled against the HAMC and it’s support club’s 10% tax on drugs sold throughout certain regions of Quebec. A ballsy move for such a young man. Let’s not forget the fact that bikers rule the province with an iron fist.
Turmel didn’t take the HAMC on alone, but rather with the help of the Blood Family Mafia, a street gang hailing from Quebec City and it’s sister city on the south of the Saint-Lawrence seaway; Levis. In fact, Turmel is even considered the leader of this group. His strife with the bikers started in March of 2023, when he found a tracking device under his car, leading him to question his suppliers the HAMC and their support clubs the Red Devils MC and the Dark Souls MC ultimately turning against them.
Upon a drug trafficking charge, Turmel decided to flee to Portugal and other countries to the east. Mario ‘Banane’ Auger, a Quebec City HAMC member, even took a flight to the east of the world in hopes of negotiating a truce. An action which was coldly rejected. Throughout 2024, Turmel was even put on Interpol’s ‘Red Notice’ deeming him an international criminal. Keep in mind, the Blood Family Mafia was involved in a series of crimes throughout 2024 such as torture, kidnapping, arsons and assault. 35 Blood Family Mafia affiliates were arrested during a police operation named ‘Projet SCANDALEUX’ throughout Quebec City and Levis.
With the amount of times Turmel’s name has appeared in local newspapers throughout 2024, you would think he would’ve end up on BOLO’s program a little earlier, but only landed on it this past week. There is a 250,000$ reward on his head. Turmel was born of May 3rd, 1996 and stands at 5’4″ tall at 161 pounds.
All Boivin
The second most wanted criminal on the BOLO program would be All Boivin. A fugitive that has graduated from a 100,000$ bounty to a 250,000$ bounty recently. Boivin was once in charge of all drug dealing in the province’s national capitol (Quebec City), Saguenay-Lac-Saint-Jean and even the Mauricie region. Supervised under Trois-Rivieres’ chapter member of the HAMC Bernard Plourde.
Boivin slowly decided to switch sides in light of the recent drug war against the biker clubs in hopes of making more money. The SQ began to target him throughout 2021 to 2023 which led him to being a fugitive, a status which he has upheld ever since authorities had started looking for him. Authorities are so desperate to find this man that they have even started to target his girlfriend, who they believe has seeked refuge with the kingpin.
Four Suspects Led By Boivin Arrested
Saguenay authorities managed to acclaim a search warrant that would yield them four arrested this afternoon (4/12/2024). Jason Savard, 37, Joanny Martel-Lavoie, 28, Jean-Francois Jobin, 38 and Karolanne Deschenes, 31-years old were all arrested due to this search warrant. All of these suspects just named faced were also arrested in February regarding another search warrant which yielded authorities 30,000 methamphetamine tablets along with half a kilogram of cocaine, cannabis, psilocybin mushrooms, crack and cellphones along with nearly a grand in cash.
This arrest was the fruits of the ERM’s (Escouoade Regionale Mixte/Mixed Regional Squad) labor. All suspects were arrested in the Saguenay-Lac-Saint-Jean region of the province.
With the recent news of Dave ‘Pik’ Turmel being at the top of the BOLO programs top 25 most wanted list, it’s a wonder whether this will change anything since he was already holding a ‘red notice’ status internationally. It has been close to a year that he has been missing with several charges on his head but only time will tell whether Quebec authorities will end up with the fugitive in their hands.
