Portneuf Dynamite Seizure
Authorities were knocking at the door of a residence in Saint-Raymond, as usual this took place in the early morning and occurred on August 14, 2025. No arrests were made at that residence, but the search warrant brought to light another residence situated on Rue Principale in Saint-Leonard-de-Portneuf. Soon after the search warrant was executed at the second residence, dynamite was found and authorities had to call in the bomb squad to secure the sticks of dynamite that had been found. Keep in mind this residence was located near an elementary school.

37-year-old Yannick Duval had been arrested. He appeared in court throughout the day for being in possession of explosives. In a true Canadian fashion, Duval paid his 1000$ bail and was set free with a promise to appear in court on the 28th of October. Duval was given several conditions to respect; he cannot be in possession of a firearm, explosives or any type of weapon. Duval had no criminal record prior to this event. These were the results of a joint police operation that started in February of this year. It includes the SPVQ (Quebec City Police) as well as the SPVL (Levis Police).

Bryan ‘Phantom’ Lavoie
Another condition that was imposed on 37-year-old Duval is that he cannot contact Bryan Lavoie or Alexia-Eugenie Saillant. These names might ring a bell since we’ve briefly written about them in a past article describing a series of raids that occurred in March and in May.

The raid in question in which Saillant and Lavoie were arrested occurred on March 27th, 2025. Authorities had seized a sawed-off Churchill .12 gauge shotgun, a .308 Winchester long rifle along with two semi-automatic rifles; an AR-15 and an AK-style rifle. High capacity magazines, two cellphones and around a dozen expired license plates were also seized. The March 27th raid took place at a residential house on Rang Saint-Joseph in Saint-Basile. They also seized duct tape, tie-wraps, a ski mask, gloves along with a propane torch.

Upon further investigation, Lavoie states he was put up to the task, to serve as an armory for BFM, after two individuals had showed up to his home, searching for his brother Evan Lavoie. This event took place five months prior to the arrest of Bryan Lavoie in March. Lavoie claims these two individuals had beaten, threatened and forced him to serve as a cache for weapons belonging to BFM. He was given a gun cleaning kit, which police had seized in the raid. These two individuals also put Lavoie in contact with another individual dubbed ‘Capone’ through the Signal application. We would later find out that ‘Capone’ was in fact Dave ‘Pic’ Turmel. Lavoie was paid 1500$ a month by the Blood Family Mafia for his involvement in the gang.

Lavoie would be in charge of cleaning and maintaining the firearms and send Turmel videos of the firearms being shot, to ensure they were in working condition. One of these videos even has an individual screaming ‘BFM motherfucker!’ in the background. Lavoie would be ordered to drop these weapons at certain locations. These drops were sometimes as frequent as two times a day.

In one Signal exchange, Turmel scolds Lavoie for not keeping the ammunition in the same place as the firearms. Stating “we can’t be running left and right when the time comes…”. In the March raids authorities had seized hundreds of bullets; either 9mm, .22 and .357 magnum rounds were in a vacuum sealed bag.

The fruits that had yielded from the March raid had eventually led to a series of raids which took place on May 14th and May 15th. A 28-year-old Levis resident named Philippe Rochette was arrested on May 15th and charged with arms trafficking, drug trafficking, trafficking of stolen vehicles and breaching a release agreement. A total of three residences and six vehicles had been searched that day. 1900 tablets of methamphetamine and 400 grams of cocaine were seized along with a taser, a pair of brass knuckles,1800$ in cash and cellphones.

The cellphones contained conversations between Rochette, ‘Fantom’ (Phantom), who had turned out to be Lavoie’s moniker, and ‘Vipere’ (Viper), which was Alexia-Eugenie Saillant’s moniker. Let’s also note that Saillant is in a relationship with Bryan Lavoie. Rochette was in charge of the logistics concerning the transportation of the firearms.
Evan Lavoie
Another twist that makes this story even more interesting is the fact that Bryan Lavoie’s brother, Evan Lavoie, had played a role in the Saint-Malachie hostage taking which played out at the very beginning of the BFM drug war, in February of 2024. 21-year-old Evan Lavoie acted as a driver and surveillance from February 12th to 20th of 2024. Eventually being shot in the arm during a surveillance stint of the hostages.

We currently are working on a recounting of the Saint-Malachie incident. We plan to clampdown on the events surrounding the incident, since suspects as well as victims have been named. This will be the theme for an upcoming article. For now, we’ll sum it up in a nutshell.

On February 12th, 2024, a drug dealer by the name of Dave Turgeon was kidnapped. A woman by the name of Andreanne Dominique had reached out to the man asking if he would sell her cocaine. Little did Turgeon know that this had been a trap by members and associates of BFM, in an attempt to hinder the HAMC and cement their strife. Once Turgeon had showed up to the meet-up, a cottage, they snatched him up at gunpoint and drove him to Dominique’s boyfriend’s home. Evan Lavoie was the driver of the vehicle that day, ultimately participating in the kidnapping.

The following week would be pure hell for Dave Turgeon, and another hostage by the name of Stephane Boutin; being tortured and abused, waterboarded and burnt, doused in gasoline and having his legs burnt with a propane torch. The most gruesome event was the perpetrators clipping both ears of one of the hostages, which they even attempted to make the victim eat. Evan Lavoie would often serve as surveillance for the hostages.

After nearly 7 days, one of the hostages caught a break and stumbled upon an opportunity. The two people that were surveilling him had fallen asleep. These two people were none other than Evan Lavoie and Patrick Martin. Stephane Boutin would attack Patrick Martin with a blunt object, steal his gun and take his life. Boutin then shot Evan Lavoie, hitting him in the arm before scurrying out of the house and going to the neighbors for help. Evan Lavoie was sentenced to 2 years in prison for his implication in the crime.

Edouard ‘Loko’ de Beaumont
Police further investigated Bryan Lavoie’s cellphones and found conversations between Lavoie and two individuals named ‘Loko’ and ‘Bandito’. Loko turned out to be Edouard de Beaumont, a man who police deemed to be a right-hand man of Turmel, and a high-ranking member of the Blood Family Mafia. In one conversation, Edouard ‘Loko’ de Beaumont and ‘Bandito’ had asked Lavoie which type of fuse would be best for a bomb, Lavoie responded on how he had no knowledge of bombs and then responded “they’d be better off with a military fuse…”. A statement bringing back flashbacks of the numerous bombings which occurred during the Quebec Biker War of the ’90s.

Who is Edouard de Beaumont? Beaumont is a 23-year-old man from Cap Saint-Ignace. He is alleged to have called the shots on the attempted arson of the Red Devils MC Frampton clubhouse while members attended their annual First Run. The event happened on May 5th of 2024. Keep in mind the RDMC clubhouse also serves as a clubhouse for the Quebec City chapter of the Hells Angels MC.
Unfortunately on that day, the RDMC had two prospects guarding the clubhouse while the BFM assailants showed up. This resulted in a shootout between the two groups, in which a prospect by the name of Samuel Chabot-Lussier was shot 4 times. The second prospect was also shot. They both made it out alive. The two BFM assailants fled the scene after the shootout. Police then opened an investigation on the matter.
Beaumont was arrested in July of 2024 at the Montreal airport getting ready to flee to Europe, more specifically Paris, France, for a few months. He was quickly swooped up by authorities while waiting to board his flight. He was questioned and released. Earlier, in March of 2024 he was sentenced for the sexual assault of a 16-year-old girl. The assault occurred in 2021, where Beaumont was 20-years-old. The Montmagny courthouse had sentenced him to 90 days in jail and 150 hours of community service.

Beaumont then acted as a “manager” for the territory the Blood Family Mafia occupied on the south shore of Quebec City. He then was tasked with acting as an accountant for the Blood Family Mafia. He was in direct contact with Dave ‘Pic’ Turmel throughout it all. He was arrested on April 15th, 2025, in Quebec City along with Philippe-Antoine Blais following the investigation that was started in May of 2024, following the Frampton clubhouse shootout. Beaumont and Blais were charged with possession and trafficking of methamphetamine and cocaine, as well as possession and distribution of a handgun and an AR-15. Blais was also charged with being in possession of counterfeit money.

Blais was the victim of a criminal arson set upon his vehicle on April 4th of 2025. The incident occurred on Chemin Ville-Marie in the Pintendre sector of Levis. Neighbors had seen a man lighting Blais’ sedan on fire and called the police. The suspect, a 38-year-old man by the name of Frederic Breton, hopped on an ATV and started to make his getaway. Police apprehended the man shortly after Breton was riding in the opposite direction of President-Kennedy, a boulevard in Levis.
As time passes on, we’re able to connect the dots, linking certain events to a broader story. Will there be bombings in the drug war? Was Bryan Lavoie actually threatened, beaten and forced to serve as an armory for the Blood Family Mafia? Or was it all just a ploy in the hopes of knocking months off his sentence? Facts seem to reveal themselves over time, maybe we’ll have more light on this particular situation in the future.
