Drive-By Shooting Of An Incarcerated ’24 Gang’ Members House

A car passing by an old residence of an incarcerated 24 Gang member let off a flurry of gunshots on the house.

It’s a hectic time for criminals in the province of Quebec. There are a lot of major conflicts happening between different criminal organizations at the same time. For one, there is the low profile strife happening between the Montreal mafia and the Hells Angels & its support clubs, taking place in Montreal. Then, to the east of the province, in Quebec City, and even Saguenay, there is a drug war between the Blood Family Mafia and the Hells Angels. Finally, there is the conflict between Laval’s 24 Gang & the Flame Head Boys (FHB) and the 26 Gang & DTP (Downtown Project) along with several street gangs in Montreal of ‘Blue’ representation. You could even count the Zone 43 conflict with Profit Kollectaz (Profit Boyz) but that strife seems to be at a stand still. Keep in mind Profit Kollectaz are in alliance with the Blood Family Mafia.

The underworld in Quebec has never been more diverse. Blood is not only spilling on the province’s streets but also in provincial detention centers and even federal penitentiaries throughout the province, especially in Quebec City and its surrounding regions where prison violence seems to be at an all time high. Earlier this week, bullets kept on flying, another “cryptic message” was sent to a currently incarcerated member of the 24 Gang.

In the wee hours of Monday morning (19/08/2024) towards 5:15am shots rang out in a Saint-Francois neighborhood of Laval on Rue Romain. What was believed to be a vehicle passing by shot a dozen or so bullets at a residential house that once was the humble abode of a 24 Gang member, who is currently incarcerated. No one was injured in the shooting, though people currently live in the residence. Bullets were shot dead center on the door and some were shot in the windows of the living room.

This was clearly a message related to the ongoing strife between the 24 Gang/FHB (Flame Head Boys) and 26 Gang/DTP (Downtown Project). The 24 Gang member which it was targeted towards is currently incarcerated and facing three separate first degree murder charges of Noel Garcia-Frias, Justice ‘Steady’ Owusu Tajudeen and Christopher-Shawn ‘Dirty S’ Jean Vilsaint. It’s important to note that the death of Noel Garcia-Frias is presumed to be a case of mistaken identity due to the fact that he drove the same Audi Q8 as Justice ‘Steady’ Owusu Tajudeen.

Noel Garcia Frias, the 32-year-old man murdered in a case of mistaken identity.

With a total of 10 people arrested recently for the three homicides mentioned previously, it’s hard to pinpoint whose house the shots that were fired had once belonged to. Let’s remember that this conflict between gangs has been in the works throughout the recent year and stems from a mall fight when tensions were already high between the two groups.

This eventually led to the murder of Frederick ‘Boolin’ Michel in February, a retaliatory hit for the murder of ‘Steady’ Owusu Tajudeen which had taken place in August of 2023. The 24 Gang had retaliated with the shooting of 26 Gang member Christopher-Shawn ‘Dirty S’ Jean Vilsaint, a promising rapper and prominent figure throughout street gangs with allegiance to Crips.
